Florida - 1947 - MINIMUM FOUNDATION PROGRAM ENACTED
This program provided an educational opportunity for all elementary school children in all counties. It encouraged teachers to improve their qualifications by offering higher salaries to those teachers with better training. Florida State College for Women becomes Florida State University and the University of Florida becomes co-educational.
